He probably thinks AIDS is a problem isolated to the continent of Nigeria. Or maybe his right-wingnut religious wakkos told him that people who get AIDS deserve it and it says so in the Bible.  I can understand his closing the office of race relations... after losing 90% of the Black vote he probably figgers it's a LOST CAUSE.
